My brother and I live in England and we have a sister still living in Jamaica. How can I ensure my sister pays me after she gets the loan?

The doctrine of Promissory Estoppel is not the best way in your situation based on the transactions that the title office in Jamaica concerns itself with. Please speak further with a attorney, for other options that will bring you better success.
