When my brother wasnt there, he rearranged the shop and then recently did some cement work on the wall even though he was told not to and now wants money for that work.
He has the nerve to be telling my brother that he has equal rights because there is no title. My brother is paying the taxes. I feel like shooting him.

Although the title is critical, attorneys usually assist persons in cases such as the one you outlined to prove “rights to ownership,” so your brother will need someone qualified to assist to evict the stall owner hustling your brother.
He should also consider applying for the title with the assistance of the attorney, and he should do so before further problems develop.
